Educator quality remains the number one in-school factor affecting whether Delaware’s students have access to the great education that they deserve. But national and Delaware-specific research has found that students in Delaware’s highest poverty and highest minority schools are less likely to have access to highly-effective educators.

The Delaware Department of Education created a plan with clear policy priorities in 2015 (all states were required by the US Department of Ed to create an equity plan) designed to address these gaps. However, there is a lot of work to be done to advocate for the types of policies that will increase access to excellent educators.
